The text is printed sideways on this and the following recto of the second unnumbered leaf. It is signed: H. St. John, and asserts that England's allies were profiting financially at her expense during the war of the Spanish Succession; an idea presented to Queen Anne in March 1712 by Saint John's political allies (DNB).
